All animals can potentially get high or drunk. If you mean high as in stoned, any oxygen breathing thing can suffer the affects of any drug if inhaled. Giving your cat marijuana or any illegal drug is NOT safe for them. You could give them an accidental overdose and kill them. DON'T DO IT.
