Poodles were bred for hunters who when they shot their ducks, the poodles would run up and collect the ducks and bring them back to the hunters.

The people wanted to create a special style of cutting the coat so that it would have minimum weight on the dog so it could swim faster yet still cover the heart and kidneys and joints so the dog didn't freeze.
The pompoms in a poodle cut is over the joints so the dog's joints don't freeze when its swimming. The big part over the chest is to protect the heart and lungs. The pompom on the tail is to alert the hunter of where the dog is. The two pompoms (people say it is over the butt but this is false) over the back is to protect the kidneys.
