The FDA has guidelines for safe food additives (human or canid) however there is no requirement for "pre-market" approval ... ie. Pro Plan can be made and marketed without FDA approval, thus if someone were intentionally adulterating a food, this would have to be suspected, found, and presented as evidence against said food to the FDA which would then act on the maker of the food.
