Some do, some don't; if the animal only needs to move it's forelimbs back and forward, then it doesn't (horses, other hoofed animals). In animals like apes, they need to move their arms in all directions (not only forward and backward but side to side, too) so they need one. :D

No-horses do not have a clavicle.

The human clavicle provides fixing for the pectoral girdle allowing dexterity with the forelimb.

Horses however are more interested in stride length & speed. The absence of the clavicle in horses allows for greater rotation and therefore longer stride length.

No. Although many mammals have a pair of clavicles, they are absent in cattle, sheep and pigs.

The dog does nog have a clavicle. When it walks the shock is absorbed by more flexible muscles, just like a horse for example.
