A bird of prey will have the same general habitat as it's prey. Birds that prey on fish will live near the streams, lakes, or oceans where the fish live. Birds that prey on mice will live in areas with some trees but lots of open spaces like fields and prairies where the mice like to live. Birds that prey on rabbits will share the rabbit habitat - and so forth. The only areas where birds of prey don't seem to be common are arctic areas where there are few land animals and ice covers the water - unless you consider penguins to be birds of prey and even they require enough open water to be able to surface after catching fish.
Look at it this way, it depends on their features and requirements. Say a pigeon, they can live in many places because they can live on many foods.
