Some do, but not very many. well, have you ever seen a three legged dog it's diffucult for it to walk, right? so the same answer applies for other animals. it's too difficult. Animals with legs have bilaterial symetry. That means that they are even on both sides of their body.

no certain dog breed HAS to be bow legged. it is all genetics. any dog could have bow legs. like it or not, there is no fix but better breeding... bow leggedness is often a result of poor breeding such as breeding two sibling dogs together, which often results in diseases and bow leggedness.
Not naturally. Dogs can be born without legs or lose them through an accident. There is a video on You Tube of a dog that only has it's hind legs and it walks upright.
Not as a breed of dog, they don't. I remember seeing a three legged dog some years ago. It had had a leg amputated, and had no trouble moving about on three legs. So, three legged dogs exist only in the capacity of an amputee.

You should probably take your dog to a veterinarian, particularly if your dog became three-legged through an amputation to control cancer or infection - the cancer or infection may have spread to the back leg she now can't walk on.

this is quite common in small dogs, eg jack russell. it is called patella luxation which is where the kneecaps dislocate causing a three legged hop for a step or two. there is nothing to worry about, but you can get it corrected with surgery.
