first u gotta have the motorcycle addition/endorsement on ur Calif. drivers license, it says ''class C M1"..... 2nd- you must wear a helmet, don't matter what type. You gotta be able to reach the coltrols. You gotta have some clothes on so ur not showing ur privates or boobs. I would suggest shoes, but i dont think anymore than sandals are required, (look at some of the Gold Wingers in the summer, geeze.) Ur gonna wish u had more clothes on (like leather and boots and a good helmet) if u hit the pavrment. I was lucky when i hit that deer, it was cold and i had put on lots of clothes. Still got lots of road rash. Take ur chances. If ur from another state and are visiting, . then i dont know the requirements.

English styles of riding predate western riding. As a result, English riding is practiced all over the world, but western riding is almost exclusive to the US and N. America.
