Reptiles ought to be cladistically defined as all amniotes. Reptiles arose with the first amniotic eggs. This has implications for traditional Linnean taxonomic distinctions, however, which are arbitrary and fail to show evolutionary relationships. Birds and mammals would be classified as reptiles- rightfully so. If your purpose is to distinguish reptiles from mammals and birds then it would suffice to say that reptiles are amniotes (distinguishes them from amphibians and other more basal types) that do not have distinctive characters of birds or mammals and you might select general features of modern reptiles such as being exothermic and laying eggs. These distinctions can be difficult for exceptions at times since monotreme mammals lay eggs and birds retain dinosaurian scales etc., testimony to their respective evolutionary heritages.
