Incubators provide that temperature environment, so that these bacteria can grow as quickly and healthily as possible. You go below or above that optimum, you will seriously slow growth. In addition, many incubators can provide atmospheres (such as extra carbon dioxide or less oxygen) that will encourage or allow cell growth. Basically, you're providing the right environment for cells to grow in.
