I'm not really a professional in canine behavior. But what i know is, dog mainly lick their paws due to 3 main reasons.1. Pain/irritation. There may be mites or skin parasites that is irritating them. Or maybe infection on the paws?2. Allergy. (itchy?) Food allergy or sensitive skin that causes skin allergy.3. Boredom. When they have nothing to do, they lick their paws or chew their paws or lick everywhere else.

Panthers don't have spots. Unless you are referring to the black jaguar which has dark black spots under their skin. Also baby panthers (like almost every other baby cat) are born with spots that eventually fade. These spots help camoflauge them.
There is no way to tell just by the colors what breed that cat might be. It is most likely mixed breed, though.
