The puppy will not learn to stop when it has gone too far and the older dog will be stressed out. Correct the behavior whenever you see it in a firm voice and isolate the dog for a time. If you are not able to be with the dogs to supervise do not let them interact in case the behavior continues. Eventually the puppy will respect the older dog.
