He was a US senator in the late 1800's who created the "Open Door Policy", which said that no country could have a monopoly on trade with China.

This spoke to Britain, France, Germany, Russia, and Japan, the countries in China at the time.

The "Open Door Policy" was created because too many countries had spheres of influence in China, and that some countries controlled CHina's trade too powerfully.
