Not sure what exactly you mean with this question. I reckon you mean how does the horse protect itself from like rain and stuff without a blanket or padding? Well.........just being a horse.

Blankets and padding is pure luxury given from man to the horse to aid in the protection. Wild horses grow more fur doing that job.

A horse uses it's hair for heat in the winter. The hair also helps to protect from insects (To a limited degree) sunburn, small abrasions and other similar things.
