Cats puff up and arch their backs when they are near a dog because they look bigger and more threatning. They don't look scared or weak, and they look bigger and tougher. They hiss and spit because it is their way of saying, "If you come near, I'll bite your head off." If you ever see a cat who looks like this, DON'T go near it unless you want to be attacked. They are very scared and defensive, and need some time alone to chill out and regain their dignity.
