your dog could be suffering from rabies, but if it was the dog would be acting very strange, aggressive and hyper-active. it's probably dehydration. when a dog isn't hydrated enough it can start to pant loudly and foam at the mouth.
His mouth is called a 'mouth." But if you mean the combination of his mouth, lips and nose (basically everything below the eyes) then you mean the 'muzzle.'
'Two Dogs' can mean that the two dogs are doing something or whatever. 'Two Dogs' can even mean that there are two dogs in the room, it's not that hard to decode you know.
Yes, a cat's mouth is cleaner than a human's, and possibly cleaner than a dog's, too. The saliva that destroys germs and keeps the mouth clean is more powerful in cats than it is in humans or dogs. It needs to be this way because cats use their mouths to clean themselves often. It is safe to share a Popsicle with a cat!

the horse has acleaner mouth , I uust looked it up *Where did you research it? I have been doing some experiments on that exact subject. We swabed a horses mouth and a dogs mouth and have been growing and analyzing the bacteria for a while. I guess it depends on what you mean by "cleaner," because we have found a lot more viriety (species richness) in the horses mouth compared to the dogs mouth.

she who comes from the foam
If a dog is foaming at the mouth that means theres white foam coming out of their mouths, they could be thirsty or poisoned or have rabies please check with your vet.
It means: she who comes from the foam
This is play. My dogs do it all the time. It could also be a show of dominance.
It is not good for a dog to seizure, foam in the mouth, and flinch from human touch. It may mean that the dog has rabies. It means you may have to shoot the dog.
It can be a literal meaning: actual foam forms in your saliva and drips out of your mouth. It can also be figurative, as in you are so angry or crazy that you feel as though you are foaming at the mouth.
Well then probably it isn't good so you should take your dog to the vet.
