I was informed that it means the dog was taken away from it's mother too soon and that is their comforting suckle. It is similiar to sucking a pacifier or sucking a thumb. It comforts them. My dog does it to everyone and everything. She was a shelter rescue dog. She might have been taken away from mama too soon also. It's really cute but she wrinkles my curtains and soaks my pillow.
