There is no overpopulation of fish anywhere, except in some people's aquariums. The seas are being stripped of marine life by the gross and replsive overpopulation of people on this planet. It should be a crime to have more than one child anywhere, until the human population falls to more reasonable levels, perhaps 2 to 3 billions at most. Virtually all problems, from pollution to global warming, desertification, famine, etc. are caused by the human inability to control our numbers. The planet Earth is not simply a human possession. It belongs to all life, and we curse ourselves to damnation by expanding our numbers and dispossessing the rest of the planet's life forms.
