Yes, they can. Guinea pigs, like a lot of other rodents, like chewing on cardboard, paper, etc.
However you be careful the first few times you give paper to your piggie. Some guinea pigs simply chew the paper while others try to eat it, which can affect their digestion. If your pet eats paper it should be given some other kind of chew toy. In any case chewing is extremely important for rodents because their teeth are always growing.

∙ 14y agoMost hamsters chew at the toilet roll to get material for bedding, giving the impression that the cardboard is being consumed. Eating small amounts of cardboard should not cause hamsters significant harm. However, if large amounts are being consumed, toilet rolls should no longer be placed in the cage.
