bacterias will multiply and make the food unsafe to eat. bacterias grow extremly fast at room temperature and higher, given that they have enough nutrition (which your chicken provides them). I suggest that unless you live in a cold place (like less than 5degrees celcius) do not eat that chicken for your own safety, because you dont know what kind of bacterias the chicken contained.
If it smells ok, looks ok and you cook it at a high enough temperature it should be fine- food doesn't know it has a best before date people are way to wary nowadays

I called Kroger and talked to the butcher and he said no. I noticed that Kroger has a sell by date and a stamp on the package said use or freeze by the same date , so he was probably right.
