When a dog is signed over to Animal Services doesn't mean the dog will be put tp sleep. That being said, the former owner can ask for Animal Services to take the animal to the shelter and ask for the animal to be humanely euthanized. If the Animal Services "Officer" stated they will "put the dog to sleep" that means the dog will be taken to the shelter, placed in quarantine for a few days (possibly) and then humanely euthanized/destroyed due to concerns about the general well being and safety of the community.

The British English spelling of "euthanized" is "euthanised"
The primary consideration is health of the animal - an animal with severe injuries or disease is more likely to be euthanized for humane reasons. Probably the second most used factor is age - younger animals are more adoptable, so older animals tend to be euthanized faster. Other factors include the reason the animal was given to the shelter - fighting animals, aggressive animals and behavior problem animals are more likely to be euthanized because they aren't safe to adopt out, while animals that were given up because the owner couldn't take the pet with him/her to a new house are much easier to get adopted out. There may also be local ordinances that require certain breeds (usually pit bulls, German shepherds, Doberman pinchers, etc.) to be euthanized rather than adopted, or the facility may have a policy of euthanizing after so many days in the shelter.

Most cattle farmers vaccinate their animals and check them regularly to see if any animals are sick. If they are sick, they get sent to a quarantine pen where they are treated until the animal gets better or until no other means can be obtained to cure this sick animal. If the former happens, the animal gets sent back out to the herd. With the latter, the animal may get euthanized or shipped to the auction if the illness it has poses no threat to the human food chain.
