I believe so, but it would be hard because cats need their whiskers to feel how big a space is and if they can get through it. cat whiskers are the same width of the cats body, so I'm guessing they do grow to mach the cats body width

Whiskers do fall out naturally and are replaced. Sometimes cats will lose all their whiskers due to some illness or to the effects of chemotherapy. If it's just one or two whiskers, it's likely nothing to be concerned about. If it's more, contact a veterinarian.

Yes, the same reason cats need whiskers. Dogs use whiskers to help them navigate things around them. it is bad to cut them off because then they can't navigate things.
