Sometimes the mother dog may not have enough teets to feed her large brood of pups, or, if she refuses to feed the pups she may not be well and a vet should have a look at her. There are many reasons for puppies not surviving birth. Mother's don't "let" the puppies die, there isn't anything the mother dog can do about it. Some pups are born with internal problems that aren't apparent. Healthy pups should survive, unhealthy pups shouldn't.
