As long as the other end of the rope is not attached to anything, the horse can walk (or run) over to the hay.
I didn't know they existed, but I'll give it a try. I don't think anything eats a horse, do it must be at the top. Horses eat hay. Hay gets food from the sun rays. So it must go Horse -> Hay -> Sun. Hope this helps.

No second cut hay often has more nutrients in it than first cut hay. But if the horse is overweight or not working much then first cut hay would be better if the horse will eat it.
