First of all you should determine what is making the horse toss his head. Is his tack ill fitting, do his teeth need done, is there something you as a rider are doing? Is he in any way uncomfortable?
If none of these, then I would suggest you get a martingale. There are many varites so ask your trainer/tack shop owner which would suit your horse the best.

the browband is used to keep the bridle from moving back, it keeps the head piece straight, if it is too small the head piece will be pulled against the ears and be uncomfortable for the horse, if it is too big the browband will stick out from the horses head, you should be able to fit one finger between the ears and the head piece and it should fit snugly around the forehead. Just one finger because if you can fit your whole hand it wouldent be right trust me and if you cant fit anyting then it way too tight.

The piece is called a bearing or bering rein(s). This used to be a standard piece of tack before the automoble. The horse was forced to hold his head at an unaturally high level putting strain on the entire topline* of the animal. It was more of a fashion statement, people thinking the horses looked better while pulling the family's carriage. *The topline of the horse is the poll, crest, withers, back, croupe and dock.
It's called a bearing rein but it causes severe pain to the horse and I strongly recommend you don't use it.

Technically to ride a horse, you dont need any equipment, if you understand your horse, and have a good bond. But most people use a saddle, the piece of equipment you sit on, either English style, Western, or Australian; and a bridle, which controls the horse's head.
