1st step: call a vet !!! well you should call the vet, but while waiting for the vet. if there is no water near by the horse , because the horse hasn't been able to walk far water should be brang to it so atleast it can get a drink. If its out in the pasture you should try to bring it back up to a stable or small paddock where it can wait for the vet.
It means even if you lead a horse to water, there is absolutely no way you will make it drink if it doesn't want to.
horses should drink plenty of water especially if they are eating hay all day, you should have atleast a 15 ltr bucket in a horses stable at all times and always keep your stable clean even when the horse is out just incase of an emergency ...

No you don't bring water for your horse because if they drink water while they are working there stomics may turn and your horse will die.

Well we always bring our horses to the water trough and pick the water up to the horses mouth, and most of the time after that they all just come and drink from the trough. Hope that helps =)
