Until a pro contributes, I suggest that the purpose of the fluid filling the cavities is to prevent excess positive bouyancy, which would cause the fish to uncontrollably float to the surface. Buy having its natural bouyancy at or near neutral, the fish would then be able to adjust to positive or negative bouyancy with only small effort.j3h.
