I think it's down to a matter of opinion to be honest, if you consider that fact that say, myself, would find that the Prince of Tennis, or Pokemon, to be a simple anime, based pretty much on the obvious plotline and easy characters. But then another person would suggest that a classic like Chi-Sui Maru was one of the simplest ever made.
Simplicity in anime is good for like a 5 minute sketch, which are usually comical and revolve highly on slapstick, such as Keihin Kazoku. Though fun to watch to begin with, they can become very grating after a while and repetitive, thus if your a first-timer, your best off starting with a good, hearty, yet simple storyline that will suck you in, like:
