I've heard Russian tortoises stay pretty small, but I don't think they are the smallest. It really depends on the genes. Leopard tortoises are the 5th largest tortoises in the world but one of mine is still baby sized after a few years. We think that's because she was bred more for show than for being large and healthy.

Tortoise litter size varies widely depending on the species. For example, smaller tortoise species may lay around 1 to 5 eggs per clutch, while larger species can produce between 10 to 30 eggs or more. Generally, tortoises tend to lay eggs in sandy or well-drained soil, and the eggs are typically buried to provide protection during incubation. The exact number of eggs can be influenced by factors such as the tortoise's age, health, and environmental conditions.
