There is no formal standards that I know of. Commonly working service dogs are not bred. Most people who use service dogs are not particularly into dog showing or breeding. There are individuals however who are disabled who do engage in dog activities as a hobby or a job. Such people might breed their working service dog or breed certain dogs to make puppies that are suitable for service work.
I would propose that the standards that apply to responsibly breeding dogs for other purposes apply to the breeding of service dogs. These would be evaluation for the proper physical makeup of the dog, extensive health clearances done to try to prevent the passing of genetic health conditions. And I'd propose that it is very important to have high standards pertaining to the temperament and working ability of these dogs to do this particular job. Any dog that doesn't make the standards just shouldn't be bred for potential service puppies.

YES! A runt is more susceptible to so many different health issues, and breeding runts, even if you are just trying to create very small dogs is creating more and more sick dogs. Not to mention that you are breeding for traits that are NOT part of the breed standard.
