There are a couple of reasons , The wire mesh separates the area where the eggs are, from the area where the water for humidifying the incubator goes. In many store bought incubators, under the wire mess are channels that contain water and can be refilled quickly without disturbing the whole setup. Another reason is to allow fluids and droppings to fall down to the floor of the incubator and keep them away from the new hatchlings. Absolutely the most important reason is to prevent SPRADDLE LEGS.
This problem occurs in day old chicks and is 100% preventable. If the new chick fresh out of the shell cannot get a proper footing in its new environment, spraddle leg will occur. Smooth surfaces are not good for learning to walk in the chicken environment. A chicks legs will not develop correctly. The WIRE MESH gives them something to stop the feet from sliding sideways. Not all chicks will develop this but it is very sad to lose a chick because of this. It takes a lot of corrective action to fix it and it does not always work, the chick will die.
Below is a good link with pictures about SPRADDLE LEG.
Quarter inch wire mesh may not be ideal for screened bottom boards as it may not provide enough ventilation or drainage for the hive. It's recommended to use hardware cloth with smaller openings to prevent pests from entering the hive while allowing proper airflow.
There are two different types of incubators in relation to business. These types are the profit and non-profit incubators. Incubators can then be broken down and classified under these two types.

According to wikipedia:"Chicken wire, or poultry netting, is a mesh of wire commonly used to fence poultry livestock. It is made of thin, flexible galvanized wire, with hexagonal gaps. Available in 1 inch (about 2.5 cm) diameter, 2 inch (about 5 cm) and 1/2 inch (about 1.3 cm), chicken wire is available in various wire gauges usually 19 gauge (about 1 mm wire) to 22 gauge (about 0.7 mm wire). Chicken wire is occasionally used to build inexpensive cages for flying animals, though the zinc content of galvanized wire makes it inappropriate for gnawing animals such as parrots."
That would depend on the wire thickness, and size of mesh.

Steel wire mesh, for example, offers significant tensile strength, while lighter gauges may be used for less demanding tasks.
