Depends what you mean by biggest - height, weight, wingspan or flying. For height you may choose Ostrich, Emu, Rhea or Cassowary. An Ostrich can grow to 9 feet tall and so will be the heaviest. Great Bustard for weight of largest flying bird. Or Albatros for flying, or Condor for its 11 feet wing span.
