Horses have hooves rather than hands, and they typically have one hoof on each leg. The largest breed of horse is the Shire horse, which can stand over 6 feet tall at the shoulder and weigh over 2,000 pounds.
It is a draft horse breed and has its origins in Germany. The previous record for the largest Belgium draft breed was named Brooklyn Supreme, who stood at more than 19 hands and weighed almost 1500 kgs. There is more information at the related link.
It depends on the breed of the horse. For instance a shetland pony is going to be real small I would say around 40inches. For a Clydesdale they can be around 20hh. Or Arabians can be around 14hh-15hh. the regular horse is about 16-17 hands. Most horses are smaller than that
The average height of a horse is around 15 to 17 hands (1 hand = 4 inches), but some breeds like the Shire or Clydesdale can reach heights of over 18 hands. The tallest horse on record was a Shire horse named Sampson, who stood at 21.2 hands tall.
I assume you are referring to a Dales Pony, which can be any height under fifteen hands. However they are rarely less than thirteen hands high and the breed characteristics are 14hh to 14 2hh.
21 hands in polland lol! ! ! ! ! !

The breed Arabian is meant to be a horse, but the breed does not determine this factor. If your horse or pony is or is under 14.2 it is a pony. 15.0 hands and above is a ahorse.
A horse under 14.2 hands is called a pony, No matter the breed.
