Viscosity is the resistance of a liquid (or any kind of matter) to flow. Honey has a very high viscosity, while water has a very low viscosity. However, water's viscosity is still about 30 times higher than that of air, so a marine mammal's speed is slowed down by the fact that it travels through water, not air. Also, water has about the same density (higher density corresponds to higher viscosity and vice versa) as a marine mammal's body, so a marine mammal could exert almost no energy and stay at about the same depth in the water.
