Anything with a mouth can bite if provoked. Although some varieties of snakes are more defensive and therefore are more likely to bite than others. Rat snakes in the wild can be quite defensive, and even captive bred rat snakes will bite, although once they are used to humans this is normally because they can smell food on their hands and mistake them for prey. Rat snake bites are harmless, unless they become infected, of course - like a cat or dog bite.
If it's a dull black on top and white underneath like its chin area and has a triangle shaped head more then likely it's a common black snake. They are also known as a black rat snake because it eats rats and mice. They are usually about 4-6' long when full grown and will run unless you antagonize it then it will try to strike but it can't hurt you. It doesn't have fangs and is not poisonous. They constrict their food like a boa but for the most part if you leave it alone it will leave you alone
