Winter of course.

Answer

Actually you shouldn't put a blanket on a horse because it stops the horse's winter coat from growing properly. Only put a blanket on a horse if it's extremely cold like so cold you are cold with a jacket on. Also during the winter horses should be in the barn and rubbed down. Show horses however need their sleek summer coat in shows (it makes them look better for the judges) so they need their blanket on as soon as they start to grow their winter coat.

You would put a blanket on a horse in the winter to save him from getting a cold or even dieing. However, if you do not clip your horse, it is better to leave him unblanketed. To tell if your horse is cold enough to blanket him, touch his ears. If the are cold, he is most likely cold. If they are not, he is fine as is. Also look for abnormal behavior. If he is standing listlessly with his head down, something is wrong, and it may be that he is cold.
