That depends. If you're adopting from a reputable animal shelter, they may or may not charge you because that's their main source of income. If you find a dog on the street or if someone is peddling dogs, you won't have to pay usually but you will have to purchase a license nonetheless. Plus you're gonna have to get food, toys, all that good stuff.

Often you are better off paying the minimal fee for a dog from your local shelter which will have already had much of the above taken care of for you.
