I to am curious about snakes in the gulf. we went green light fishing last night and I saw what looked and swam like snakes. They were only 3 to 4 inches long. As far as I know they could be worms or a type of eel, but they sure looked like small snakes to me.

You can - provided you ensure it has plenty of 'hiding places'. A 3 foot vivarium is a little on the large side for a baby Royal python (from their given Latin name of Python regius) - however - so long as it has places it can 'hide' away from sight if it feels the need to - it should be okay. I've housed small snakes in oversized vivariums on many occasions without any problems - and that's over a 25+ year 'career' of keeping reptiles.
