dogs are usually put to sleep when they are sick aggressive or there owners are no longer able to care for them any longer.another common reason for shelters is that they become over crouded therefore they must put the dog down.

Yes they do but it's only if they need to be like if it's a pitbull and they got the pitbull from and abandonment or something related to that they will put it to sleep because they dont want to rise chances or if the dog or cat is very sick they will try to help it if the help does not work they put it down.

This depends greatly on your local ordinances. Some places can put down simply bringing an animal in. Others have minimum hold times (3 to 10 days) for strays, while still others give only 24 hours after an owner relinquishes control of an animal, the latter for "owner remorse", and even if the shelter is a kill type shelter, if the shelter operators are not legally blocked otherwise, sometimes they will keep the animal and put it up for adoption or send it to animal rescues that will adopt the animal out. There are other places, where the local pound is contracted through no-kill shelters, and while they are "no-kill" they actually still put down animals due to health reasons. You should check your local city and county websites for information or give a call to the pound you're interested in.

When your dog has been in chronic pain or is too old and infirm to have a good quality of life. Or when the vet tells you there is nothing more than can do for the dog. Basically, whenever the future looks like there is going to be nothing but suffering for the poor dog, it is time to put him out of misery. What a tough choice, though!
