I have worked with fireplace chimneys that are tapered. They work great. The tapering takes place in the top 2 to 3 feet of the top and, if memory serves me, it is roughly 75%. Chimney pots also reduce the cross-section of the flue but nowhere near as much. Chimney pots used to be installed to solve smoke problems.
