This is due to their higher evolved inner ear as well as the positioning of the ear itself. A Dog hears sounds then tries to understand where the sound is coming from (turn their head until both ears can hear the sound exactly the same). A Cats lowest frequency of hearing is 45hz, whereas a Dogs is 67hz (meaning a cat can hear lower sounds better). The highest frequency a Cat can hear is 64,000hz whereas the dog can only hear 45,000hz (meaning the cat can hear higher sounds better). In all, the cat hears better than a dog.

You can't determine "better" by one value alone. You have told us the cat has the wider aural band-width, but what are the animals' amplitude sensitivities related to frequency? Band-width alone does not mean the cat can hear somehow "better" than a dog, only that it can pick up a greater pitch range. On a more general point, animals have the hearing they need for their own species' lives, so comparisons of "quality" are meaningless anyway.
