I'm against animal abuse too....I guess you can just confront whoever is abusing animals (if you know someone who does), call the animal control whenever you see a dog who looks like their mistreated they should come and check it out.......and you can join a charity like the ones that are on television.
If you do choose to confront an abuser, always be conscious of your own safety. If in doubt, call law enforcement to handle it.

Who was the call from - Where is the pet - How did the pet get injured - WHY would you have a legal obligation to call them back anyway - (????)
