I was about 8 when I started riding horses and am still hooked.
A good place to look is your local therapeutic riding center or horse rescue shelter. Some of rescues and riding centers will have age restrictions on volunteers, but many would allow a twelve year old so it's certainly worth checking. Also try calling riding academies around you. They may let you help out in the barn (feeding, cleaning stalls and stuff like that) in exchange for riding lessons.
There is no specific age limit for riding horses. As long as the rider is physically able and willing to ride, they can continue riding at any age. Riders should also consider their experience level, fitness, and safety when deciding when to stop riding.
You post in English riding because English riding is a "cleaner" type of riding where Western it is more of a leisurely ride.
