One would think that the four dogs, hands (or paws, rather) down, would win. The reason being is that four dogs create a cohesive pack that is much stronger and dangerous than one dog. An ox is just itself with only his horns and hooves to defend himself against this pack of dogs. Usually the pack works by one distracting the ox while the other two come in from in behind and rip out the hamstrings and gut the animal. But only after they've ran the frightened animal so much that it won't put up much of a fight. Oxen, like all cattle (and oxen ARE considered cattle, except they've been simply trained for draft work), are prey animals, and prey animals typically would rather run away from a threat than fight it. When it is cornered, though, it will do anything it can to be rid of this threat, and often a fight to the death or until the pack gives up because he's just too powerful and strong to take on.

However, an ox, just like any bovine, is a powerful animal and will do anything it can to fight these dogs: charge, trample, kick, crush gore or stomp on any dog that gets within striking distance. And cattle are not slow and stupid! They are remarkably fast in such a situation, and this can be extremely dangerous for all dogs involved in this battle. A strong ox is an animal that is to be reckoned with, especially one that is large and quite mature. With this, it is worth considering that the ox will win in the fight between four dogs and itself.

Cattle, just like bison, are known to injure a dog or two when he's fighting a pack of them. Bison have much shorter horns than a typical ox would, but a bison is still just as able to gore a dog as an ox. The one distracting the ox is the one most likely to get injured, as well as the other two that are going to come in from behind: an ox can give quite a round-house kick, hard enough to be fatal to any dog that is too reckless or careless. Any dog that even tries to latch on will be kicked off and sent flying. Even if the dog latches on the wrong way, an ox can still swing his head around and catch the dog with his horn, throwing him aside. A dog can only go for the gut when the animal is down, even then it's dangerous because the ox will still be kicking violently as the other pack (or what's left of them) start eating him alive.

Wolves are smart in that they only kill the sick and the weak because they won't put up as much of a fight as a healthy strong animal would. A pack of eight wolves will trot a wide circle around a big, strong healthy bull, or cow or ox or a bison bull or cow because they know that they won't have a chance against such strong healthy animals. They don't want to risk getting their pack members injured or even killed, because, ultimately, that's what will happen if they do try to pick on a healthy strong animal.

This is the very same thing that a pack of dogs (no matter the breed!) would learn when set to fight against a large ox. Dogs are more reckless and stupid than wolves are, and as a result will either get killed, injured, or chased off.

So, in a fight pitting four dogs against a healthy strong ox, it's most likely that the ox will win.
