Put simply, a cat's pupils get big or small for the same reason a human's and other animal's do: they expand so there's a bigger lens making it easier to see in low light and contract so the lens becomes smaller in order to prevent brighter light from dazzling them so their vision is temporarily impaired.

In pitch darkness they can't see at all, any more than humans can; we both might as well have our eyes shut.

In brilliant light, like humans, cats shut their eyes to prevent damage.
