There are at least three possibilities: Ice has torn a gash in the dog's pads; street salt has burned a wound on the animal's feet, or the dog herself, annoyed by pain caused by ice or salt, has bitten her own paws. If your pet enjoys pushing her face into the snow, she also runs the risk of cutting her lips or nose on shards of ice.

if in the snow, most dogs will dig a hole, curl up in it and press their nose into their tail. a dog's nose, ears, and paws are most vulnerable to the cold.

Because dogs have different skin than our hands for their paws so their paws are colder (their skin doesn't conduct heat as well as us.)
