Humans tend to find the sound of birds chirping to be "cute" and soothing; however, the bird is not chirping to be a messanger of goodwill. The chirping is a broadcast of the bird's territorial claims, warning other blue jays away from his nest, tree and female. The jumping along with the chirping is adding another layer of aggression and threat against any males that may try to steal his female or his territory.
