This is a sign of dominance. I experienced this with my spayed female, which was humping a neutered cat! She's also tried this with my other dog. This is a potentially serious problem, but it can be resolved if you don't let it go too far. Don't worry, your dog doesn't have any big issues, just get some advice for correcting! Also, this has nothing to do with breed-type. A pomeranian is just as likely to hump as a dachshund.
