Because you are the hand that feeds and they are either waiting for your next attention and if you make a noise, of course they don't understand it but they will, like an unanswered question, wait for some kind of answer. They are an independent species but cats are smart enough to know who is who and what makes them them that's still alive and sleeping comfortably at night. You can be bad or you can be a person overwhelmingly loving them, either way those animals wont change. If you want your cats to grow up understanding you and listening then you need to treat them like special needs puppies. Extra attention in a negative or positive way. That means no hitting and tons of rewards for responding. It is better to get them in the early stages, for instance, I taught my 3 month old male to sit in 3 days by giving him bacon bits. Both male and female kittens learned "no" at first with physical punishment then it moved on to only the word with then there pets of love with no slapping. Also if they are too playful when growing up or I should say immature, you need to have yourself a kitty daycare in a way. A place for them to play and spend energy just like a toddler human. Get them on a time schedule too. Play with them during the day so they don't go nocturnal.

Well, my cat does that a lot, they can be looking in some direction for a long time, because they see anything that draws their attention. A mouse, or a bird, perhaps. when your cat is staring at you; they can be interested, worried or something else. if you close both of your eyes, and then open them again, of course, the cat can do the same. Closing the eyes means: "all is well" in cat-language.
