Dogs have a much more heightened experience of smell than we do. Just as humans might look out the window to survey their surroundings, dogs use their nose to get a sense for where they are. Their tongues, hung out in happiness, are probably tasting the air too.
Dogs love fresh air. Maybe the car air or any transportation vehicle has mechanical air which may harm their normal behavior as an average dog.

If you stick your head out very far like into the next lane, then that is incredibly dangerous. If you are just sticking your head out the window for the heck of it, go for it! Not necessarily, however, it's a pretty unsafe thing to do as the car could pass by street furniture (lights, signs, etc) or other vehicles and you could be seriously injured. Best to leave it for dogs to do!
