Humans don't really. Dragonflies reproduce at a fast enough rate. Of course, humans have been known to trap them, but they can bite as a way to get away. Dragonflies are very helpful arthropods, and humans would have to be pretty stupid to want to hurt the insects that eat mosquitoes and flies.
